يجلس المُسن محمد ابراهيم (80 عامًا) أمام منزله الواقع في مخيم الشابورة وسط محافظة رفح جنوبي قطاع غزة، ويمسك في يده مذياعه الخاص “الراديو” ويقلب به على الإذاعات المحلية، عله يجد الخبر الذي يبحث عنه منذ فترة طويلة.
ويأمل ابراهيم أن يستمع لخبر تحديد موعد صرف مخصصات الشؤون الاجتماعية للأسر الفقيرة المستفيدة منها في قطاع غزة، بعد تأخر صرفها لفترات طويلة لم يعتادوا عليها منذ عدة سنوات.
ويقول المُسن لمراسل وكالة “سبق24” الإخبارية، “أشهر طويلة من المعاناة في انتظار شيك الشؤون الذي نعتمد عليه بشكل أساسي في تلبية أدنى متطلبات حياتنا”.
ويضيف وهو يحاول في يده التي ترتجف تحريك مؤشر “الراديو” :”بسبب تأخر صرف المخصصات لم أعد قادر على تحمل مسؤوليات أسرتي التي تعتاش فقط على مخصصات الشؤون”.
ويتمنى أن يتم صرف لو دفعة من المخصصات قُبيل عيد الأضحى المبارك، مطالبًا الحكومة بوضع ملفهم على الطاولة.
ولم يختلف الحال كثيرًا لدى المُسنة أم روحي (77 عامًا) عن سابقها، فهي الأخرى تعتاش على ذلك المخصص الذي يُصرف لزوجها الذي يُعاني من شلل نصفي في أطرافه.
وتقول لمراسل وكالة “سبق24” الإخبارية بصوت خافت يملؤه الحزن: “ننتظر تنفيذ الوزير مجدلاني لوعوده بان يتم صرف المخصصات في موعدها، لكي نتمكن من تلبية متطلبات الحياة”.
وتُشير إلى أن الحالة التي تضعهم بها الوزارة في كل دفعة تسبب لهم الكثير من المتاعب، خاصة أن أصحاب المحلات والبقالة والصيدليات التي تتعامل معها، نفذ صبرهم بعد تأخر صرف المخصصات، وفق قولها.
وتصرف وزارة التنمية الاجتماعية مخصصات الشئون لنحو 111 ألف أسرة بمبلغ إجمالي 130 مليون شيكل تقريبًا لقطاع غزة والضفة الغربية بنظام دفعة شهرية تصل ما بين 700 شيقل إلى 1800 شيقل لكل أسرة كل ثلاثة أشهر، إلا أن الدفعة تتأخر عن الأسر وهو ما يزيد من معاناتها كونها مصدر الدخل الوحيد لهذه الأسر المصنفة بالفقيرة.
ولم تصرف لهم الوزارة منذ العام الماضي إلا دفعة بالحد الأدنى بقيمة 750 شيقلا.

بدوره، قال المتحدث باسم الاتحاد الأوروبي في فلسطين، شادي عثمان، إنه من الصعب صرف مخصصات الشؤون الاجتماعية للأسر الفقيرة التي تسفيد منها في الضفة الغربية وقطاع غزة، قُبيل عيد الأضحى المبارك.
وأوضح عثمان في تصريح خاص لوكالة “سبق24” الإخبارية، أنه من المتوقع أن يتم وصول أول دفعة مالية من الاتحاد لخزينة السلطة عن العام الماضي نهاية شهر يوليو المقبل.
يذكر أن الاتحاد الأوروبي قرر استئناف دعم السلطة الفلسطينية ماليًا، بعد انقطاع نحو عامين، مما تسبب في أزمة دفع رواتب السلطة لموظفيها، وتوقف مخصصات الشؤون الاجتماعية.
