أكدت وزارة العمل الفلسطينية، اليوم الثلاثاء، أنه لن يكون هناك خصومات من رواتب العمال الفلسطينيين في الداخل التي يتم تحويلها للبنوك الفلسطينية، سوى دولار واحد فقط لصالح البنوك بدل خدماتها، مشددة أن قرار تحويل الراتب إجباري ومن يرفض يتم سحب تصريحه، ولن يتم تجديده.
وكانت وزارة العمل أعلنت عن البدء بتحويل رواتب العمال في الداخل المحتل إلى البنوك الفلسطينية، حيث تم تحويل رواتب 7 آلاف عامل فلسطيني إلى البنوك الفلسطينية، دون خصم أي ضريبة على التحويل.
وقال القائم بأعمال مدير عام تنظيم العمل الخارجي في وزارة العمل، عبد الكريم مرداوي، في تصريحات صحفية تابعتها منصة المتقدمون، إن القرار 2174 ينص على إجراء تحسينات في عملية تشغيل العمال الفلسطينيين بالداخل، من ضمنها تحويل رواتبهم كاملة الى البنوك الفلسطينية.
وأضاف أنه عندما يتم تحويل راتب العامل الفلسطيني كامل إلى البنوك الفلسطينية، فإنه يعود بالنفع على العامل، على خلاف ما يحدث الآن، حيث يتم تحويل 90 بالمئة فقط من رواتبهم، وما تبقى، يتم وضعه في يد العامل الفلسطيني من قبل المشغل الإسرائيلي، وبالتالي لا يظهر بالحسابات عندما يتقدم العامل بطلب للحصول على مدخراته أو لتقديم طلب تقاعد، بسبب كون المدخرات محسوبة وفق قسيمة الراتب.
وأوضح أنه يوجد 4 أجزاء في قسيمة الراتب يستطيع العامل الفلسطيني عندما ينهي عمله في الداخل المحتل، أن يتقدم بطلبها، وتحصيلها عن طريق تحويلها إلى حسابه الشخصي في البنك، أولها النسبة محصلة من قبل المشغل قيمتها 6 بالمئة من الراتب الأساسي تُدّخر للعامل في صندوق التوفيرات، ثانياً، 6 بالمئة تعويضات الفصل توضع للعامل في الصندوق، وثالثاً، مساهمة من العامل في راتبه للتقاعد 5.5 بالمئة، وأخيراً، لعمال البناء الفلسطينيين، كون هذه المهنة تعتبر خطرة، يتم أخذ تكملة تعويضات الفصل سلفاً، بقيمة 2.33 بالمئة، وتوضع بالصندوق.
وأشار إلى أنه عند تحويل راتب العامل الفلسطيني على البنوك الفلسطينية، فإنه يحق للعامل عند انتهائه من العمل، أن يقوم برفع قضية أتعاب على المشغل الإسرائيلي في محكمة العمل في “تل أبيب”، حيث تعتبر تحويلة الراتب مستنداً إضافي ثبوتي أمام محكمة العمل من أجل حصول العامل على أتعابه كامله.
ولفت إلى أنه عند تحويل رواتب العاملين إلى البنوك الفلسطينية، فإنه يحد من ظاهرة سماسرة التصاريح، حيث أن ثلث العمال الفلسطينيين الذين تجاوز عددهم 100 ألف عامل منظم يحملون تصاريح، تم الحصول على تصاريحهم من خلال شرائها من السوق السوداء (سماسرة التصاريح)، ووفق التقديرات فإن المبلغ السنوي الذي يخسره العامل الفلسطيني لصالح السماسرة، تجاوز المليار و200 ألف شيكل.
وأوضح أن عملية تحويل الراتب على البنوك، تعتبر حوالة شخصية خاصة بالعامل، ولا يحق لأي جهة مهما كانت ومهما بلغ نفوذها، أن تقتطع شيء من هذا الراتب، ولن يكون هنالك أي ضرائب على هذه الحوالة.
وأضاف أنه تم الاتفاق خلال اجتماع وزير العمل مع رئيس سلطة النقد على تخفيض بدل الخدمات التي يقتطعها البنك عند تحويل الراتب إلى حساب البنوك العمال الفلسطينيين لتصل إلى دولار واحد بدل من دولارين (النسبة المخصصة للموظفين الحكوميين).
وذكر أن عدد العمال الفلسطينيين المنظمين من حملة التصاريح والتي تصدر لهم قسائم ورواتبهم 100 ألف عامل، تم تحويل رواتب 7 آلاف عامل، وتبقى 93 ألف.
ولفت إلى أن قرار التحويل الراتب هو قرار إجباري من قبل الجانب الإسرائيلي، مشيراً إلى أن العامل الفلسطيني الذي يرفض عملية التحويل، سوف يتم إيقاف تصريحه، ولن يتم تجديده.
