رئيس هيئة التقاعد: الإعلان عن موعد ونسبة صرف المعاشات التقاعدية

أعلن رئيس هيئة التقاعد ماجد الحلو صرف المعاشات التقاعدية لمنتفعي صناديق التقاعد القطاع العام الحكومي المدنيين ورواتب العاملين في الهيئة عن شهر كانون الثاني 2022 يوم غدٍ الأحد بنسبة 80% وبحد أدنى 1650 شيقل.

وأوضح الحلو، أن الهيئة صرفت المعاشات التقاعدية كاملة لمنتفعي القطاع غير الحكومي لاستقلال صناديقهم التقاعدية عن صناديق الحكومة والتزامهم بتوريد الاشتراكات.

وأكد أن هيئة التقاعد ولأول مرة في تاريخها لم تتمكن من صرف كامل المعاشات للمتقاعدين ولذويهم، وذلك “حرصاً على استدامة عمل صناديق التقاعد” في إطار الوضع المالي في ظل عدم التزام الحكومة بتوريد الاشتراكات الشهرية بالإضافة إلى المبالغ الشهرية المستحقة المتفق عليها لصالح صرف المعاشات التقاعدية.

وأوضح رئيس الهيئة أن عدم التزام الحكومة بتوريد كامل الاشتراكات يعود من العام 1999 حيث كانت وزارة المالية تورد حصة الموظف فقط حتى نهاية العام 2008 ومنذ بداية العام 2009 توقفت بتوريد كامل الاشتراكات الشهرية (حصة الموظف وحصة الحكومة).

وأشار إلى الاتفاق مع الحكومة على تحويل دفعة شهرية بقيمة 20 مليون شيكل (تشكل نسبة 28% من إجمالي الاشتراكات الشهرية المطلوبة من وزارة المالية) لصالح صرف المعاشات التقاعدية الشهرية لحين خروج الحكومة من الأزمة المالية، موضحاً أن هذه الدفعة تشكل 50% من احتياجات الهيئة لصرف المعاشات التقاعدية الشهرية المطلوبة.

إلا أنه منذ بداية العام 2021 عادت الحكومة لوقف الدفعات الشهرية حتى شهر 9/2021 ومع ذلك التزمت الهيئة بصرف المعاشات التقاعدية كاملة وبمواعيدها حيث قامت بتغطية ما قيمته 500 مليون شيكل.

وبين الحلو أنه ونتيجة لتراكم الدفعات المستحقة منذ عام 2021، أصبح الالتزام المطلوب على الحكومة لصالح الهيئة للعام 2022 ما يقارب قيمة 40 مليون شيكل شهرياً (تشكل 57% من الاشتراكات الشهرية المطلوبة من وزارة المالية) وأن الهيئة اضطرت ولأول مرة من اتخاذ قرار بصرف 80% من المعاشات التقاعدية ورواتب العاملين لديها، داعياً الحكومة إلى الالتزام بتحويل كامل الدفعة بصورة شهرية وبضرورة تسديد الدفعات المتراكمة عن العام 2021.

وشدد على أن هذه الخطوة تأتي لتجنب استمرار الهيئة في تسييل استثماراتها وذلك للحفاظ على مصالح المشتركين والمنتفعين المرتبطة بديمومة الصناديق من خلال الحفاظ على أصول واستثمارات الهيئة التي أصبحت شريكة في الاقتصاد الفلسطيني والزام الحكومة لضرورة الوفاء بالتزاماتها اتجاه هيئة التقاعد الفلسطينيين.
