كشف وكيل وزارة الداخلية والأمن الوطني بالحكومة الفلسطينية، يوسف حرب، آخر الإجراءات المتعلقة بتحويل الهوية الفلسطينية لممغنطة، وجواز السفر لبيومتري.
وقال حرب، في تصريح خاص لـ “دنيا الوطن”: إنه خلال السنوات الماضية، تمكنت الوزارة من إعداد النظام الخاص بذلك، واستيراد الأجهزة الخاصة بإطلاقه.
وأضاف حرب: “في اللحظة التي وصلت فيها الأجهزة، أوقفت السلطات الإسرائيلية تلك الأجهزة، ولم يتم إخراجها من الموانئ حتى اللحظة”، مشيراً إلى أن ذلك يُعيق إطلاق النظام.
وتابع: “استوردنا ماكينات ومعدات ضخمة في شهر آذار/ مارس الماضي، والإسرائيليون في البداية لم يرفضوا الفكرة، لكن عندما وصلت الأجهزة أوقفوها بالموانئ”.
وأكمل: “توقيف المعدات يسبب إشكالية كبيرة، ويمكن أن يعرضها للتلف، ومن ناحية الوزارة فإننا جاهزونا ومن حين تسلمنا المعدات نحتاج لعام للبدء في إصدار بطاقات الهوية وجوازات السفر بالآلية الجديدة”.
واستطرد: “نسعى لمواكبة التكنولوجيا الحديثة والتطور، خاصة في ظل اعتماد العالم على التطور التكنولوجي، والأمر أسهل والخدمات أفضل، ويمكن استخدامها لوضع بيانات ومعلومات أكثر عن الشخص”.
وأشار إلى أن الجواز البيومتري، يأتي ضمن المتطلبات الدولية والتطور التكنولوجي، متابعاً: “ذلك يتم بتعليمات من الرئيس محمود عباس، ورئيس الوزراء محمد اشتية، ونعمل على توفير الخدمات الإلكترونية”.
وشدد على أن تطبيق النظام، سيكون في كل مكان موجود به فلسطيني، سواء بالضفة الغربية أو قطاع غزة، متابعاً: “الأمر سيكون بشكل تدريجي، فنحن لسنا معنيين بإحداث أزمة خلال تغيير جوازات السفر وبطاقات الهوية”.
وحول وجود خلل في إصدار جوازات السفر لقطاع غزة، قال حرب: “لا يوجد أي مشكلة بإصدار جوازات السفر، ولدينا شهرياً من ثلاثة آلاف لخمسة آلاف جواز سفر يصدر شهرياً للقطاع”.
وأضاف حرب: “المشكلة في قطاع غزة تتعلق بالإجراءات، ففي الضفة الغربية، يقدم جواز السفر بشكل شخصي ومباشر، أما بغزة فهو عن طريق وكالات، الأمر الذي يضطرنا لأخذ مزيد من الوقت بالإجراءات، للتأكد من صحة البيانات والصورة الموجودة”.
وأكمل: “من 2007 لليوم لم نتوقف عن إصدار جوازات السفر لقطاع غزة، ولا يوجد لدينا ما يُسمى بقوائم المنع، لكن هناك بعض جوازات السفر التي تواجه خللاً أو نقصاً بالبيانات، وهذا يحدث أيضاً بالضفة الغربية”.
واستكمل: “الأصل بتقديم جواز السفر، أن يكون بشكل شخصي، ولا أحد ينوب عن الآخر في تقديم جواز السفر إلا بالحالات الاستثنائية، ونحن نعمل على التأكد من كل الإجراءات، ونحاول أن نمنع أي خلل بجوازات السفر، والأمر لا يخلو من وجود خلل سواء أكان مقصوداً أو غير مقصود”.
